Some degree of self selected segregation is simply unavoidable. This is especially pronounced in India, and I agree with those who say that is not something to be supported. Secondly, there are a whole host of risks that a landlord has to face in Bombay in particular, and in India in general, and this makes them extremely risk averse. It is very difficult for landlords to get tenants to vacate their property if the tenant refuses to co-operate. These risks make the landlords even more selective in who they rent their property to, and the supply-demand equation is very tilted in their favor, enabling them to do so. Bottomline is that Bombay is no different than any other city in India in this aspect. The only reason it makes the news more, is because of acute scarcity and difficulty of getting rental accommodations is more in Bombay due to seriously constrained supply. To use this issue, to slam Bombay is laughable, though.

I didn't say we were like Singapore. You are free to read other countries or some Indian committee report itself. The EIP is one of the many canonical examples.
