It is not based on idealogy. think of it this way. there is a guy holding a gun. the gun has 10 bullets, one has been fired towards you. now your enemy is that one bullet, so u do all u can to avoid it, and take it out if u can. but what about the other bullets in the gun? what about the gun itself? you want to wait for the man to fire his next bullet, or do you take out the man? the terrorists are like bullets which have been fired. the "innocent" pakis are the bullets laying in the gun. and the man holding the gun is pakistan.
