This is the fairest proposal I could come up with :
List down the 8 venues alphabetically (let's agree to exclude Zimbabwe):

Aus, Eng, Ind, NZ, Pak, SA, SL, WI

List down the teams with countries from which they picked 2 players :

1 - SA/Aus
2 - WI/Aus
3 - Eng/Aus
4 - Pak/Aus
5 - Pak/Ind
6 - SA/Aus
7 - Ind/Aus
8 - Eng/Aus

Now allot the venues alphabetically to the first country where one of the teams does not have two players from 

(if both have 2 players from the venue, that's acceptable). So we get :

Group A : 

1-2 Aus
1-3 Ind 
1-4 Eng
2-3 NZ
2-4 SA
3-4 Pak

Group B :

5-6 SL
5-7 WI
5-8 Eng
6-7 Aus
6-8 Ind
7-8 NZ

Group A 1st vs. Group B 2nd -> First alphabetical venue after NZ where one of the teams does not have 2 players
Group A 2nd vs. Group [S]A[/S] B 1st ? -> Second alphabetical venue after NZ where one of the teams does not have 2 players

Final -> Third alphabetical venue after NZ where one of the teams does not have 2 players

Can't think of a fairer system than this!

shwetabh' date= in your match scenarios, why is the 1 v 2 match taking place in Australia despite both teams have 2 players from Australia each? Also, why is the 5 v 8 game taking place in England despite 8 having two English players?

Gambit, it should be fine if both teams have 2 players from the country they are playing in - 5 vs. 8 was an oversight have corrected it now. Anyhow, the order will change if people want to draw the groups up randomly as being suggested.

Ok randomly dividing the teams into 2 groups using the following method: i) Take the first letter of the WK's name from each of the teams: Team1 - A (Andy flower), Team2 - J (Jimmy Adams), Team 3 - K (Kumar Sangakkara), Team 4 - A (Adam Gilchrist), Team5 - M (Mark Boucher), Team 6 - B(Brendon Mccullum), Team 7 - M (Mahendra Dhoni), Team 8 - A (Alec Stewart) ii) Order the teams according to the letters. Team1 - A, Team4 - A, Team8 - A, Team6 - B Team2- J, Team3 - K, Team5-M, Team7-M and you have the 2 groups: 1, 4, 6, 8 and 2,3, 5, 7 Hope the groups are fine...Now if teams 1 and 5 can post their scores we can move ahead with the method that Shwetabh suggested.

I think the above line up is good based on the new groups - maybe someone can verify?

Some teams have very biased home stats (and consequently poor away stats) which have made them almost meaningless in this competition. We can make a couple of adjustments for these... a) Divide the cricket nations into groups of 3 each so that a match played in any country would essentially mean that players from 3 countries would count as home players...so a better chance of staying in the competition. b) Instead of taking these ratios, we actually sample a score for each batsman based on his home/away and opposition bowling average and using a standard distribution such as geometric or lognormal. The downside to this is that it's laborious but the interesting thing is that we will get random scorecards and every team will have a chance and we can get some really funny looking scorecards. Having said that, I am fine the way things stand as of now and we can move ahead with Shwetabh's proposal which is quite fair given the original rules.
