It is the inherent talent we're talking that makes a difference. Ur best batsman KP plays for England because of the quota system in SA, his teens were in SA and he was good enough to play in that team. The same applies to others like Trott, he actually represented SA in the under 19 WC. Since ur system is as good as Australia's, how does it compare to the talent in Australia for instance ? And the main topic here is Bopara, not the system in place. I shouldnt have brought it in the first place i guess, after all he's replacing the great Ian Bell of all people.
