They would look biased if they fine one and ignore another. IMO both incidents were too minor for fines to be handed out. DIssent is what pointing showed to Aleem Dar in the Ashes test - incidents like those should be dealt with strictly.

I feel for Rampaul. The dude was trying to save/win a test match with the bat and was batting reasonably well on a 30+ score. As a batsmen who was actually facing the ball that reared from a length, he probably knew better than anyone else, that the ball crossed him above the shoulder height. Plus, if you consider the fact that 2 bouncers had already been bowled previously in the over, you can understand why he was hanging around, asking the umpires to re-consider.
