here you are totally wrong.. L1 visas are for temporary visa where you can bring your employee from another country to work on clients site. Infosys, TCS thrive on this visa type.
L1s are being heavily scrutinised at the embassy and consulates. Infy and wipro have long frozen applications under this category unless its an urgent business need. The rejection percentage is just too high in the category, especially for blanket petitions. And its not exactly temporary. IIRC H1 is for 6 years whereas one variety of L1 is for 3 and another was for 8 years.

Desi companies pay less. If you don't have GC and are stuck with them for a period, they have all the more reason to pay you even less.

yoda, u mean like TCS will hire desi guy on H-1 and pay less then a Computer Science tech from rutgers who is doing the same job

People who get hired with the exact same experience could be getting totally different salaries, stock options, etc. All depends on how naive or smart you were when you joined. Now take these desi companies who know that these H1B cases are stuck with them for a good period. They will obviously low ball their offers as many companies don't prefer those with H1B cases, and once you are in you ain't going to leave till you get your GC.

No, not desi. I negotiated, but not much wiggle room for RCGs.

Tbh, its the same in most of the major economies. In the UK, Indian IT "Engineers" are regularly flown in for short term assignments to avoid hiring local contractors who cost a bomb and am not exaggerating, some are paid anywhere between 1000 to 2000 pounds a day for specific skills (am not talking about some high end geek ****). I work for a consulting firm seconded to a major Bank and these guys bring in desis by the truckloads. Most are not even aware of their worth.

in the early 2000s yes a lot of consultancies were dicking around with h1 visas paying n o money or low money etc. Now it is almost impossible, a lot of H1s get rejected from small consultancies now. But then again back to the OP, there is a shortage of talent for sure. and these kind of low pay only exist in small faltu consulting companies. If you go to big ones ibm, comcast etc etc, the pay is the same and changes only based on your negotiation skills.

Your friend is right about the labour cost thing. H1B is more about low cost of labour than high skills. The L1 visas are for the highly skilled employees and there is strict filtering now happening for this visa' date='[b'] whereas H1Bs getting rejected are fairly rare for employees of reputed companies
they are not issuing H1 atall , now irrespective of which company you come from ..9 out of 10 are getting rejected .

I think H1 salaries hover around 5K per month which is the minimum cap. How much does a 3-4 year experienced American computer tech earn?
yup , my company pays ~70K ...but I know people who are making 150k working of US cos with same skills .

There is an Article (which I cannot find now) about a speech by congressman in US. In that Article he talked about how companies go for H1 as they have to pay less compared to say, employing a US citizen.
