The foot soldiers are for such areas, to keep the anger and distrust going, to never let things to settle down. For people in normal circumstances who are ready to ignore what their party does in polarized regions and prioritize other issues, you have the softer development oriented face. Congress might have ruled for 60 years, but you can't deny 1992 and 2002 acted like booster shots for the bjp. Agree, but most of them are. 2002 is believed to be one of the reasons for 2004 after than BJP is out of power since last 10 years and further shrunk in 2009. Temple movement was definitely a reason behind BJP's rise in late 80s when they went from 2 to 85 seats in 1989 election. But the movement was different from these speeches at footpath.
