Not CM, so she is right there. But that excuse goes only thus far, as the government in center is of Congress too. She should not cry crocodile tears but ask them firmly for control if she really wants it. And all, 7 MP's from Delhi are from Congress too. What are they doing ? Thankfully, Kapil "zero loss" Sibal hasn't come up with a Zero rape theory here.

In the short term, prevention is better than a cure. A change of attitudes is not going to happen anytime soon, despite the crocodile tears and lip service given by those supposed to enforce the law. it will take atleast 3-4 generation of have any real change of mentality .
