Its a widely reported news. Cricinfo has been extremely biased and has gone gung ho against this draft. Since your board changes its positions like we change a infants diaper, its best that you get to know all the positions that your board takes before supporting them and not just follow one source. Funny that your board wants equity in taking the profits but not in providing them! Its like in a company 1 person is responsible for 80% of the sales commission but at the end of the day all the commission are pooled together and distributed to all the employees equally. This would work if all the employees contribute somewhat equally but when one is doing the majority of the workload while another is taking a decade long vacation, the working employee will get pissed.

In fact they have not won any tournament in India except 2011 WC. So if I were to bet, i'd put my money on them outside India. Still does not explain why they want more power. Tournaments in India will fetch them more money and even that they will get without much hassle. Personally I don't think WC will be hosted outside of AUS, ENG, INDIA and RSA in the near future. And it shouldn't be given what happened in WI and other countries just don't have the resources to do it on their own. Even RSA could be shellacked.

I think everybody has resigned to the fact that BCCI will get more, significantly more. And I don't think BCCI will sign any papers if the financial shares are not structured the way they want. It is the power that most people are worried about and quite baffling to some like me. I am just saying that even in this new proposed percentage, BCCI is still losing a lot. If the Indian team earns 80 cents of every dollar in an ICC tournament, with the rest earns the remaining 20 cents (Although it can be said that there is an increase in value because its an ICC tournament, it will be more or less in terms of percentage of what each team is worth), the BCCI should be getting more than a billion dollars and not just 30% the new draft proposes. So BCCI is still subsidizing a lot of the boards. Since it is giving away money to other boards, it is only fair that BCCI gets a voice in the running of these boards. Ideally, ICC should be run by a person or board not affiliated with any of the national cricket boards and someone who could be fair to all the nations. But that wouldn't work because if ICC is fair to BCCI on revenue split, then the bottom 6 will get much less than what it is now and what is proposed.You can't antagonize the biggest board to help the other boards. The smaller boards have to give some control over if they want handouts.
