Singh is going to be MoS with Independent Charge and traditionally ministers with independent charge get thier own ministry without a Full Cabinet Rank. It is the Ministers of State who work under a Full Rank Cabinet Minister. So in this case Gen. Singh won't be in Defense bcoz he is MoS Indipendent charge so he may get a ministry of his own.
