The earlier 'action' obviously took some amount of time, effort and observations. It isn't as if cops came on the field and handcuffed Ajmal the moment he chucked. Lets give it some time, shall we ?

How exactly is the ICC toothless if they had the teeth to ban them in the first place?

Whatever. He chucked before - Banned. He chucked again - Nothing. I merely connected the dots. If you have a better explanation for this, go ahead and put it forward.
I am assuming that you're a pakistani, and with the assumption I would like to say that would you rather want a HERO or a CHEATER on your history book? Clearly Ajmal dominated the bowling chart throughout the years by chucking. At the end of the day, he will not get any respect for the wickets he took from people around the world. Look at Murali, every now and then, people dish it out to him for 'CHUCKING' (regardless of him passing the test).

Just look at the desperation from Pak fans and PCB to bring back that cheater Amir.

I would love to see all his records gone, nothing about him was legal. But that's not the point I made. ICC let him cheat for 5 years, then they saw something wrong just before a WC, and now they have stopped noticing the cheating again. It appears that something has changed in the last 2 months. How can I ignore these double standards?
