If it's a turner similar to the pitches we've played on, go with Negi or Harbhajan.
Ashwin and Bumrah can bowl a couple each at the front, followed by Harbhajan/Negi, Jadeja and Raina/Yuvi in the middle overs and Bumrah & Ashwin come back after 16th over to bowl at the death. This would also help us lengthen our batting lineup as Negi/Harbhajan can hit a few.

Jadeja would perhaps be a better bowler in over no. 19...as he is faster and can bowl yorkers too.

Don't know how dropping Nehra would have worked better than dropping one of the struggling batsmen

of course they will. But it is pretty clear that is batting lineup is just carrying some passengers that don't contribute.
