WHy is Chasing becoming almost impossible this WC ???

Not a recent trend. Take the minnows out, consider only top 10 teams and % of successful chases in last few WCs will be around the same.

At present it's 25 wins batting first and 13 chasing .

At one point it was 11 - 10 

It is more a mental thing than actually chasing as India proved against England . The further into the tournamount the greater the mental pressure when chasing ....it's not impossible !!!

that is why it all depends on  toss(luck) which is unfair from a 'sports' point of view.

So what is your proposal that prevents a team batting second being exposed to all the mental pressures that a decent score on the board brings ?

Fewer D/N matches and hence no dew on the outfield. Batsmen often struggle to time it in slower pitches.
