Couple of points: 1. Funding and licensing for media is tightly controlled by BJP. Regulations have changed, and many of these secularist media channels haven't received a TV license. Quint still doesn't have a TV license, it's basically nothing more than a small youtube channel and website...when it could potentially be much bigger. 2. Many of those secularist media portals are foreign-funded. If you ban them, you risk being attacked by western governments for violating 'freedom of press'. And with India wanting western companies to move their manufacturing from China to India, you have to keep westerners happy. There's no other option. Are you banning BBC, CNN, Al-jazeera, France24, and DW as well? They broadcast the same nonsense on Indian cable TV (but they have no audience). 3. Secondly, secularist media has a very small audience. The most popular, and widely watched TV channels are all BJP-leaning. Republic and Zee destroy NDTV in ratings. BJP dominates the hindi-language media. Even on the internet, you have a small-scale website like opindia out-performing the western and rohan murthy-funded 'The wire'. Secularist media - with sreenivasan jain, N. ram, vinod dua, and others - cannot compete. Even WITH foreign funding. So allowing them to exist doesn't do any harm, because only a minority of people are watching them anyway. Channels like NDTV position their content for the NRI and upper-class 'westernized' angrezi-speaking demographic. They are no longer mainstream. 4. If India is to exist as a democracy, then the government has to allow dissent and opposing views. Even if their views are completely nonsensical and bigoted towards hindus. And this is a GOOD THING. Because it's better to have these views EXPOSED, ON PUBLIC PLATFORMS, than hidden underground. When you know what your opposition is saying, and thinking, they have nowhere to hide. Banning news channels engaging in anti-hindu rhetoric will not make anti-hindu opinions go away. They will continue to exist. It is better to defeat their arguments and hypocrisy on a public platform, then to allow them to create subversive chaos underground. 5. The BJP has learned from the Congress party's mistakes. Congress tried banning all criticism of Nehru and gandhi. Did that prove to be effective? All it did was create resentment and hatred for secularists. All it did was add fuel to the fire that was the Ram janambhoomi movement. You cannot ban opposing opinions. It makes no sense. Indira gandhi tried banning all critical media during emergency. Modi is not going to become the next indira gandhi. India is a dharmic society by nature, and it's strong enough to remain un-threatened by a minority of secularists screaming hindu-phobic nonsense.
