Cummins should be in there or even Rabada.

One of those two can be played too but a peak Starc can bring fiery pace and left arm angle to a line up with McGrath-Steyn-Murali-Kallis (who can swing the ball too) 

 

One or two spots do not matter much among quality players. This discussion is on which team has the edge (you can assume Cummins or Rabada in place of Starc if you prefer!)
