It was overall level. Look Rayudu has a decent IPL career too. But my point is Pandey was talented enough to achieve 4000 IPL runs, 30 AVG, 130 S/ R in IPL 5000 ODI runs, 45 AVG, 90 S/R in ODI 130+ S/R in T20Is But if you look at how his career has gone, even Rayudu has achieved more than him.
