No, some of the best teams in the world from past 140+ years had just 4 regular bowlers & only 3 seamers including Oz! You don;t need 4 pacers - you need 4 good bowlers & if the top 4 are pacers then yeah fine.

From the options listed in the OP, Combo 2 works the best for me if conditions are expected to be cloudy/rainy
