Just accept the fact that test cricket cannot survive on it's own. It requires tax payers money to survive. While T20 cricket is growing even without indian money or viewers.

I see no issues here. 

If you want the game to grow, T20 leagues is the way forward. Boring test cricket will never be relevant outside 5 countries at maximum.
