Yes, it makes a big difference. When you are a passport holder, you take oath of allegiance by law to the new country before being granted citizenship and give up passport and allegiance to your home country. GC doesn't grant you right to vote. Its just permanent residence.

There is a reason why har ek nayee technology ka ijad almost always yahan pe hota hai - Risk capital is very high. And start up failures are accepted, even celebrated.

 

India mein R&D ka funding 0/0 ke barabar hai private sector mein.  Tu dega funding R&D ka ?

 

India mein as an entrepreneur if your startup fails ( and 95 % do ) and you have taken money from private sector - your career is over. 

 

Govt has to make it conducive and create a massive R&D corpus to attract talent, otherwise the only way NRIs can contribute is via remittances.
