Not necessarily for this specific case, but government "estimates" for the pieces of land they hold are vastly exaggerated. 

The modus Operandi is as such:

 

A commercial land which was earlier semi arable, and now is to be given to an Industrialist under a SEZ or CIDCO scheme. The government jacks up the ready reckoner rates. That was registration rates are higher. Then those at the registration office, for a kick back agree to book the sale at a far lower rate citing distress sale of the asset as it belongs to a non performing asset of the (generally state) government machinery.
