It has never been proven that capital punishment decreases future crime rate, though it saves taxpayer money on prisons etc. It is the strict enforcing of the punishment which deters crime. Our system has numerous holes in it which needs to be plugged. If thats done, automatically crime rate will go down

Body in parcel: Ajmer police go for DNA test Ajmer Police is going for a DNA test to confirm the identity of the 25-year-old girl whose body was sent in a parcel from Delhi to Ajmer on April 2. Jawahar Luthra of Rohini has claimed that his daughter had gone missing from Jalandhar – where her inlaws stay – on March 13 but he has been unable to confirm whether the highly decomposed body is that of his daughter or not. Meanwhile, 13 families, including another from Delhi, have approached Yagya Narayan Hospital in Kishangarh with photographs of their missing daughters. Delhi Police has contacted around 40 families whose daughters in the age-group of 25 to 30 years have gone missing in the past few months. It's also making a sketch of the rickshawpuller and the person seen in the CCTV footage at the office of the transport company where the parcel was booked. Luthra, who claimed that his daughter Cheena had gone to Jalandhar to learn sewing said she had features similar to that of the body recovered. Cheena married Amandeep of Jalandhar in 2008 and the latter is now based in Italy. He had informed Jawahar Luthra after watching the news on TV that the description of the body matched that of his wife. "Cheena and Amandeep got married on August 3, 2008, and settled down in Italy," Luthra told TOI. "They were running a garment business there. She had returned recently and was staying with us. Two months back, she went to Amandeep's house in Jalandhar as she was learning sewing." When she went missing on March 13 from Jalandhar's Ravidas Nagar area, Amandeep's family had lodged a missing person report. Delhi and Ajmer police have already started looking for a youth from Rohini. Officials said that killer knows the area of Lahori Gate very well and he had made sure that he was not seen by anyone except the rickshawpuller who brought him, along with the parcel, there. The police has not been able to trace the rickshaw-puller till now. Luthra tried to identify the body by the finger of the left leg, which he claimed was of the same size as that of the thumb. While the ears of the woman had only one piercing each, Luthra claimed his daughter's ears had three each. "This has led to a lot of confusion because otherwise the height and body structure, as described by Luthra, are similar. Doctors said since the body is decomposed and has shrunk, it could have caused the holes in the ears to disappear," said a senior police officer of Kishangarh. Taking no chances, the cops are now going for a DNA test. A team of forensic experts was called from Jaipur on Monday to collect samples. The experts took samples of hair and saliva for the DNA test. Meanwhile, another family from Delhi's Kalyanpuri area had gone to Kishangarh claiming that their daughter Mamta went missing on Holi. Lal Chand from Kalyanpuri was relieved after seeing the body as its height did not match that of Mamta.

Dog killer held for beating women who objected The Seemapuri police has arrested a 25-year-old man for killing two puppies and beat up an elderly lady and her daughter for objecting to his action. A case in this regard has been registered and the accused has been identified as Deekshit Sharma. The incident took place at Dilshad Garden on Saturday night. Pooja Mahajan, a housewife complained to the police around 7 pm when she saw Sharma beating dogs and killing two puppies just outside her house. "Pooja Mahajan is an elderly woman and often feeds the dogs in the area. However, Sharma who lives in the same locality often picked up fights with the lady for doing so. On Saturday evening, he beat up the dogs and killed two of them, after which Mahajan called the police," said Sourabh Gupta from Animal Welfare Officer with PFA (People For Animals). However, Sharma managed to flee the spot. In his absence, the police told his parents to send him to the police station. When Sharma got to know about it, he went to Mahajan's house and attacked her. "He not only beat up the elderly woman, but also her daughter who came to her rescue. It was only after the injured ladies were taken to hospital and their medical examination was conducted that the police arrested the accused later in the night," said Gupta.

No Government , Law or Police can stop a crime like Rape , only thing that can be done is to nab the culprits after there act has been committed . Chopping ***** , castration or hanging the culprits is not going to bring back what is lost . Delhi Police is brilliant in scratches but terrible overall. They are the most corrupt police in the country and are not afraid at being openly corrupt too. During my college days, when I refused to pay bribe to Delhi Police personnel to register an FIR for my stolen mobile he started abusing me in MC BC abuses. I also replied back to him and we have a good verbal abuse session even in the courtyard of the police station infront of everyone and near the main road. But he was not afraid of ensuing the fight and shouting that he would never lodge the complaint without bribe even when I came in the open and there were other public too nearby. Since that incident I at first throw money into any police personnel's face for getting my work done since I know that is the language they understand. But that incident and many more similar incidents during my formative years destroyed all the good ideas I had about Delhi police and general police as a whole. Delhi Police are one of the worst in the country without a double though there might be a handful of honest non-corrupt officers though they are as rare as a blue moon. They are good when they get their act together but they do so only once in a blue moon and only in high profile cases.

Woman’s body in Millennium Park NEW DELHI: The body of a woman in her early 20s was found at Millennium Park in southeast Delhi around 7 am on Saturday, followed by the discovery of the bodies of a man and a woman — who may be a couple — in their late 30s in Bawana drain in outer Delhi around 11 am. None of the bodies has been identified yet. In the first case, a passerby informed the police that a woman, aged around 22 years, was lying dead in I P Park, also called Millennium Park, near gate number 2 on Ring Road. According to the police, the woman's throat was slit with a sharp-edged weapon and her attire suggested that she was recently married. "She had bridal make-up and vermillion on her forehead. It seems that the woman was brought to Delhi on the pretext of marriage and was murdered," said a police officer following preliminary investigations. The caller was out jogging when he saw the body and called the police control room around 7 am. "The woman was wearing a pink saree and a black blouse. Also, there was a set of sarees lying next to her and she was wearing cream-coloured slippers and bangles," a senior police officer said. Sources in Sunlight Colony police station said they had found "a Surat tag on her saree and the distributor there has been contacted". A murder case has been registered at Sunlight Colony police station and the police have sent her photograph to all police stations in the area and are checking the missing person records. The body has been sent to the AIIMS mortuary. In the other incident, two highly decomposed bodies were found floating in Bawana drain near Shahbad Dairy in the outer district area. A passerby noticed the bodies and informed the police around 11 am. Officials said both were in their late 30s. DCP (outer) Chhaya Sharma said: "There are no visible injury marks on the bodies but anything can be confirmed only after the post-mortem because the bodies are highly decomposed." Officials said that the man was wearing a blue jeans and a T-shirt while the woman was in a salwar suit. Sharma said no one had come to claim the bodies yet and there are also chances that they might have no link with each other. The bodies are in Sanjay Gandhi Hospital. A police officer said: "Sometimes, bodies come floating in this drain from Sonepat (Haryana). most of those accused of sexual crimes such as child predators and rapists are often executed by other fellow inmates in some misplaced act of self righteousness. they are often the ones who are singled out for the harshest punishments by the jail staff and the fellow inmates. what we need instead is greater respect for our fellow human beings. a man who is unable to control his impulses and must impress his unwarranted desires on another is a man who has failed. we need stronger conviction.

Castrate child rapists, Delhi judge suggests Court calls for castration of rapists A trial court advocated the use of "chemical castration" as an alternative to jail terms for rapists. NEW DELHI: In an observation that is bound to spark a debate, a trial court on Saturday advocated the use of "chemical castration" as an alternative to a jail term for rapists. Additional sessions judge Kamini Lau said, "The Indian legislatures are yet to... address the issue (of rape) with all seriousness by exploring the possibility of permitting imposition of alternative sentences of surgical castration or chemical castration, particularly in cases involving rape of minors, serial offenders and child molesters or as a condition for probation, or as an alternative sentence in case of plea bargaining." Delhi additional sessions judge Kamini Lau suggested castration as an alternative punishment for rapists while hearing the case against a man who had raped his 15-year-old step-daughter for over four years. Though the court sentenced him to 10 year of rigorous imprisonment, it said that such crimes were required to be addressed differently. "A full public debate, with regard to imposition of castration (both surgical and chemical) as an alternative punishment for the offence of rape and molestation, is the need of the hour," ASJ Lau said. The court also imposed a fine of Rs 25,000 on convict Dinesh Yadav, 35, a labourer by profession. It directed that a copy of the order be sent to the secretary of ministry of law and justice, Government of India and national commission for women. The Indian Penal Code provides only a jail term for sexual offenders. Countries like USA, UK, Germany, etc, have started using chemical castration as an alternative. Chemical castration is administration of medication designed to reduce libido and sexual activity, usually in the hope of preventing rapists, child molesters and other sex offenders from repeating their crimes. In surgical castration, the testes or ovaries are removed through an incision in the body. Medical experts, however, are divided on the efficacy of the method. The judge observed that though the method is "not the perfect solution to inhibit child molestation", it certainly discourages sexual assault better than incarceration. The court expressed its apprehension that the idea may get panned by activists. "I am not oblivious of the fact that arguments are bound to be raised against the above by some activists, but in my view, it would be sheer hypocrisy given the damage the rapist and sexual predators do to their victims,'' the judge added.
