If Achilles makes pressure cookers in Sangli, packages them in Pune and sells the final product in Mumbai. The the Pune municipality. charges an Octroi because you only package stuff there and don't manufacture there. The Mumbai authorities charges an Octroi for both manufacturing and packaging because you do neither there. A good portion of the state govt revenue comes from Octroi. They are not going to let go. However, what they have done periodically is introduce various slabs and reduce the % on some goods while increase them on others. The centre has asked Maharashtra to eventually abolish Octroi and local taxes. But the state government has been procrastinating.

Everytime the issue of octroi comes up, our great state's great ministers make the issue seem more complex than what it is. So just wanted to know if there is anything apart from their will, stopping them.

In some other states, Punjab and Chattisgarh, Octroi is levied only on select goods like fertilizers and alcohol. but its rampant in Maharashtra. The funny things is that this govt postures itself as pro Industries and mnfg. Maharashtra has lost out big time on Textiles, zari work and plastic industries because the state hasn't removed Octroi while all those states which competed with Maharashtra in these fields have. The policy is very pro farmer in rural areas and pro service sector in urban areas. Industry has suffered.

In this way nobody is going to but Petrol cars ,CNG is limited in few parts of country so most of people will shift to Diesel cars

Infact, the govt is looking at increasing the tax for passenger diesel cars to make up for the deficit. I cannot find a corruption-proof method of having this implemented.[/quote'] Well In Delhi NCR,Mumbai and big cities it could be easily implemented .A petrol pumpm cannot show that it sold 100% of its diesel to truck or tractors.I myself have seen in Gurgaon Petrol not given to bikers which are not wearing helmets as this is the order from Govt. In rural area's or small town it will be very difficult to implement dual pricing
ganeshran Posted November 2, 2011 Posted November 2, 2011 Dual pricing would be a disastrous idea. Would only encourage a black market. Increasing the tax on diesel vehicles would be a much better idea to bridge the gap
