So, not saying about every law but there are many which are purely idiotic laws in the modern era. :D In the article it says that those hooked on to the hookah were booked under the 'Tobacco Act". Surprising, as Hookahs apparently don't have any Tobacco. These are the doings of Arup Patnaik, the CP of Mumbai Police. He is of the impression that raiding Hookah parlours and bars (many of them with permits) is a novel way to control crime. Sometime last year, some cops had raided a night spot to book some 150 odd people because they were dancing 'grotesquely'. Another thing here is that - 'grotesque dancing' or 'smoking hookah/ tobacco' are acts which are illegal under the Bombay Police Act, which was formulated in the early days of the British era. Running on the road after 11 pm is also illegal as per that act. In all cases, the IPC trumps the Bombay Police Act. Don't really understand how they could book these people. Looks more of a back hand ploy to get some extra income from unsuspecting teenagers and their worried parents. There has been a ban on Hookahs statewide, but some restaurants had 'special' permits. I don't know if Kosmic was one of those.

Shishas have tobacco in it but no Tar unlike cigs. Carcinoembryonic antigen levels are usually quite high amongst hookah/cigarette smokers indicating potential risks of lung cancer
