As far as I know, Kumble didn't like playing for teams other than Bangalore (Bangalore wasn't interested in retaining him as player). He is after all the the president of the Karnataka Cricket Association. It wouldn't have looked good Karnataka Board association playing IPL for Rajasthan or Punjab
