This rule will then work against the team which had matches rained off. Looking at the points table however, rain affected teams are unlikely to have the same points as the other teams in contention. So eventually its going to be NRR.

This guy is confusing 'more matches won' with the head-to-head rule. If both RCB and CSK are on 19, both have won 9 matches; so it will eventually go to the NRR situation.

yup.. if a team is at 18 points with 2 rained out matches and other team is at 18 points without rain affected matches second one will go through. But chances are remote as one more match has to be washed out for that to happen.
