The concept that best fits the original requirement - which is to eliminate howlers - is what I would call "BDRS", or Basic DRS. For this, you don't need Hawk-eye Snicko-meter, Hotspot, or what have you. A few good quality TV cameras should be enough. The basic premise is, if you cannot tell out from not-out using basic TV replay, then by definition whatever was decided on the field was not a howler. In keeping with the spirit of BDRS, the 3rd umpire shouldn't take more than 2 minutes - say - to make a decision. This has the added benefit of opening up more referrals. As I see it, with this you get low cost and hence universal adoption, and removal of most errors.
