It will generate the same revenue it would have in super 8s.

Mohali in 2011 WC would have generated much more revenue than a India Pak league game because its winner take all, loser go home. Ideally the organizers would like to keep the fixture as late as possible so the stakes increase. Since the semi spots are not guaranteed, it makes most sense to have the tie in the Super 8s after giving an easy group in the league stages.

Having Ind-Pak group game means there's possibility of another knockout game, and that's what I would prefer as Pakis generally choke in pressure games. They may not do so in a group game.
