He will certainly gain pace and even with pace at 135K, he is a very good bowler, has brilliant outswinger and gets extra bounce. One of the best fast bowler, I have seen in India. He outbowled Zak in last match while bowling to a better batting line of mUmbai than MP. If you want another 140+ bowler, then there is Sandeep Warrier who is doing well too.

Pandey certainly has the ability to clock 140 and bowl at lively pace if not really quiick.
