Earlier Cong used to have the best mechanism in the country to choose candidates but now the party is so dependent upon the High Command, particularly Sonia/Rahul Gandhi, that there is really no system in place to identify or groom good candidates.

The first 40 years were easy for congress because they did not face any formidable opposition. even leader like Ambedkar lost 3 times from congress candidate , this show how much support congress had.the opposition they faced were regional parties who were at that time emerging.It is only in 80s many parties emerged

Presently, PDP is single largest party with 28 MLAs followed by BJP with 25, NC 15, Congress 12, People’s Conference 2, CPM 1 and rest are Independents including Pawan Gupta, Engineer Rashid, Hakim Yasin and Bakir Hussain Rizvi. If the PDP and BJP join hands, they can safely win three seats. The NC and Congress combine can win one seat but going by the serious differences between the two parties, it is unlikely that they will join hands for Rajya Sabha elections. If NC and Congress put up separate candidates, they might end up without winning a single Rajya Sabha seat. Sources said the Rajya Sabha elections could become testing ground for PDP-BJP alliance especially when the BJP was trying to gain majority in the Upper House of Parliament along with its allies. The PDP-BJP combine with some Independents could even get all four Rajya Sabha seats like NC-Congress coalition had done in 2009 when they had only 45 members in the Assembly (NC 28 and Congress 17). However, PDP-BJP combine would have 53 members in the Assembly and BJP even had the backing of two members of Sajjad Lone’s People’s Conference and could muster support of some more Independent candidates. However, sources said, the things would be clear only when the PDP and BJP talks progressed. They pointed out that even if NC and Congress join hands if PDP and BJP cobble up alliance the NC would like its candidate for the Rajya Sabha seat as the party has 15 MLAs as against 12 of Congress. If all parties go it alone, the PDP could win two seats and BJP one while the fourth seat could go to any party. will be interesting to see what happens to Mr Azad if the congress dont get a single seat in the rajya sabha. Will he be accommodated from the other states? Cant see the congress gaining RS seats in other parts of the country.

By giving Maken the charge in Delhi somebody who lives in the city and is a known face and is 51 which is young in political terms the congress is planning for the future. Cant help but feel that the BJP have missed a trick in this regard. Should have gone with Harshvardhan.

The CWC will be reconstituted with elected members at the AICC Plenary that is likely to be held after the election of the Congress president in June or July. If Congress follows through Rahul’s decision, it would mark the biggest reform in the party in two decades. Rahul’s earlier attempts at democratizing the party have not turned out as hoped. The last CWC elections took place in 1997 when Sitaram Kesri was the party president. Before that, elections were held in 1992 after a gap of about two decades. Sources said Rahul has “made up his mind†to bring elected members in the CWC to “empower†those with experience and grassroot support. There is rising chorus in the Congress for the party vice-president to take over the reins of the party. “It (Rahul’s elevation) is probable but Rahul has not revealed his mind on the issue yet,†a senior party functionary told HT. As per the Congress constitution, 12 of the 25-member CWC have to be elected by the AICC, while others are appointed by party chief. Since Sonia took over the reins of the party in 1998, there have been no CWC elections. However, Sonia has often listed difficulties she has been facing in constituting the CWC since 1998. “Nominating CWC is not an easy task. Somebody will complain that he has been left out and why the other was taken. Somewhere someone will be left out,†she had said at the AICC meeting in Delhi’s Talkatora stadium on November 2, 2010. Although Rahul’s so-called experiments in democratization — through internal elections in the youth and student wings of the Congress — did not pay much electoral dividends, the young leader is said to be “determined†to “democratize all levels†of the organization. The possible elections to the CWC are likely to be held at the next AICC session in March-April. As part of the revival plan, the party is mulling sweeping changes in its functioning and the constitution. Some of the suggestions that came up include amending the party constitution to incorporate 50% reservation for OBCs, SCs, STs and minorities in state and district committees. This includes 33% quota for women. Reducing the tenure of office bearers from five to three years besides doing away with dual – active and primary – membership and holding block level organisational elections instead of booth level were some of the other proposals suggested by the senior leaders at last Tuesday’s CWC meeting. G_B_ Posted January 20, 2015 Posted January 20, 2015 Congress slams ‘greedy, backstabbing’ Sibal The West Bengal Congress Monday launched a scathing attack on senior party leader and former UPA minister Kapil Sibal for giving in to “monetary greed†and deciding to represent the state government in the Supreme Court in connection with the CBI probe into the Saradha chit fund scam. The West Bengal government, represented by Sibal, and the Trinamool Congress (TMC), through its state general secretary Mahua Moitra, moved separate petitions in the Supreme Court Monday requesting it to monitor the CBI probe into the Rs 2500 crore scam. The petition by Sibal comes a week after TMC all India general secretary Mukul Roy, who has been summoned by the CBI for questioning in connection with the scam, met him. It also comes just a day before the a big rally of Congress in Kolkata where the party was going to denounce the roles of the TMC and the state government in the Saradha scam. Incidentally, it was following the filing of a petition by a Congress leader from state, Abdul Mannan, that the apex court had handed over the probe into the scame to the central investigating agency. “We can’t understand how avaricious a person can be? Sibal has blackened our face with his greed for money. He is a lawyer but at the same time he should not forget that he us a Congressman too. He has no right to backstab the party. We will take the matter up with (AICC chief) Sonia Gandhi and (Congress vice-president) Rahul Gandhi,†Pradip Bhattacharya, former PCC president and now an MP, told The Indian Express. State party president Adhir Ranjan Chaudhury too was critical of Sibal’s move and regretted that he preferred profession over politics. “We do not approve of what Sibal has done but what can we do? He is more a legal expert than a politician. We cannot ask him why he has taken the brief of the TMC,†Chaudhury, a former Union minister, said. Meanwhile, Mannan, who had filed the petition in SC for CBI probe into the scam, said the party will suffer because of leaders like Sibal. “We moved the SC and now it is our own party colleague who is stabbing us in the back. How will we face people at Saturday’s rally,†Mannan said talking to The Indian Express. I feel if he is not selected over Bajwa he will go alone and take most of the congress in punjab with him. Its clear what the congress have to go. Move Bajwa to the center via a rajya sabha ticket and placate his supporters and give Amrinder the reigns to the congress in Punjab. Punjab is one state the congress do have a good chance of winning.
