You are mistaken dude, He was not approached by DD or PWI, rather it was just during a friendly conference phone call with Matthews and Jayawardene, they asked him if he would like to come and play with them and being the innocent guy Chandimal is, he thought of it as an offer from the team management. Better to not have such dreams as Matthews and Jaya are only players and not involved in Auction process with their teams and hence he had no official offers. Unless you can prove otherwise, this is What happened.

And how is he going to improve his cricketing skills ... By playing at Nets on the Pattas of SSC or in the back garden of his home being bullied by his neighbour's pet dog?? If he wants to improve his cricketing skills, he could have done that with International specialists in IPL especially when there isn't much to play back at home. About Social Skills or as he has mentioned, to learn English, I am 100% confident, India has better Spoken English coaching centres than the fake Accent Lankans can ever imagine in their Country.
