He is underrated esp. by Indian fans who don't understand the importance of pace. Many call him spraygun, brainless etc. And he's not just about pace like Tino, Wahab or Sami, he has an excellant seam position, get beautiful outswing with the new ball and reverse with the old one. He's an attacking and wicket-taking strike bowler who's aggressive brand of fast bowling is a mismatch with the Dhoni school of line-n-length and defensive shyt style of bowling. He will probably do better under someone like Kohli.
