For example, if there are 60000 valid votes polled in a constituency where there are two contestants, A and B. By definition in first sentence, it soundz like B should get at least 10,000 votes or else he loses his deposit.

B losing his deposit doesn't depend on number of votes A gets but rather on the number of votes B himself gets.
