If it means sending them to Rajya Sabha then so be it. Not being a member of Lok Sabha shouldn;t be a reason to keep away someone as good as Arun jaitley from the Cabinet IMO. Also, there are some extremely capable people who can't win Lok Sabha election but can do extremely well in administration - you need such people in Govt and the only way is Rajya Sabha.
