He is member of Rajya Sabha.
Rajya Sabha members are not elected by general people though.Him losing means people don't want him even in LS.So he shouldnt get such important portfolios no?Only Lok Sabha members should be considered imo as they are elected by people

No. It doesn't mean that. It means they wanted Amarinder more than Jaitley. Scenario could have been different elsewhere.

My view is that they should take the best possible persons for the job. If it means sending them to Rajya Sabha then so be it. Not being a member of Lok Sabha shouldn;t be a reason to keep away someone as good as Arun jaitley from the Cabinet IMO.

You need your best people as ministers of the Executive........LS election are mostly popularity contests......most popular doesn't mean most efficient....

He contested from only one seat and lost there. So not a member of Lok Sabha, the House elected by the people .Whether it'd been different in other constituency is hypothetical.

He contested from only one seat and lost there. So not a member of Lok Sabha' date='the House elected by the people .Whether it'd been different in other constituency is hypothetical.[/quote'] The constitution doesn't say that Ministers need to be from Lok Sabha only. Also, there are some extremely capable people who can't win Lok Sabha election but can do extremely well in administration - you need such people in Govt and the only way is Rajya Sabha. So no problems at all IMO.

In many cases, yes. For ex - Rahul Gandhi has done nothing at all and has got no capability except his surname but he has been elected three times.
