It is used for thesound of d in doll as well!. Can'y use Dh, because it is for a heavy consonant as in "Dharmasena". There are many variations in Sinhalese names since English simply don't have a way to represent it. Dilkwella and Welegedara (we part) may seems similar in English, but is different in pronunciation. Dikwella, the w is followed by a vowel sound of "antics" while in welegedara it is like of "end"
