They can't play without getting cleared anyway.and if they chuck in match after being cleared,they'll banned for a year on first report itself AFAIK

on report. I am talking about Ajmal and Senanayake.They are banned by ICC now and can only come back after applying for test with a modified action.If they clear that but chuck in matches,they'll be banned for year on first report. Narine case is different as he hasnt been even reported in international cricket.
