BCCI or any other cricket board cannot ban a foreign player from playing(or bowling) Internationals or other domestics

Why would you think so? International match is not a BCCI event. ICC organises them, it was made very clear that being reported in CLT20 has no effect on International matches

BCCI cannot ban anyone from international cricket.All international matches come under ICC no matter which board organises them.Bcci only banned Narine from IPL and CLT20.
