Dhoni's field placing and often weird tactics are messing up our inexperienced pacers for sure. This strange "leg side bowling" strategy are making them lose control and rhythm. Umesh was bowling with both accuracy and pace in the Lankan ODI series ....now he is inaccurate in tests although the ball is not moving much. Does seem strange.
The reason is slight change in action by Umesh. His action was slightly different in first 4 ODIs against SL. He was more upright and aligned in delivery stride due that, was getting more swing too, but 5th game onwards, he again went back to older action in which he goes too much sideon and loses balance that leads to inconsistency.

What is he doing ? In addition to what you have said , there is some intent also.Today morning, with fielders placed predominantly on the off side, Umesh bowled almost all deliveries around the off stump.

Umesh himself must understand why change what works for him. He had made a subtle change in his action in SL series for good, why go back again. When he goes too side-on, his head falls away to left leading to inconsistency. You need your head, hips, and legs in a straight line at the delivery stride head pointing towards the batsman or WK, whenever you head goes to slips or gully, you are bound to spray. One example is Adam Milne, he bowls so quick but was still had a great accuracy against Pak in ODIs. His position in delivery stride is very good. He stays as straight as possible. Umesh must always target WK's gloves as his aim when he bowls, not the batsman as he strays in line due that.

Inconsistency more often than not will occur due to technical issues, like alignment at the delivery stride, runup issues, landing, etc. A bowler need to pull everything straight. If he keeps his body straight, he will keep his consistency. Inconsistency has nothing to do pace because he is bowling quick, he will be inconsistent. No, it does not play as big a role as these technical issues. Why BK is consistent because he has a great body alignment at the delivery stride.
