@rg funding is different from building something from scratch. In mumbai also many colleges are part funded. The new colleges in navi mumbai are costing CIDCO the local authority an arm and a leg.
The sustained maintenance n monthly wages are more burdensome imho. Also, building 20 colleges at one go should cost less than building each at different time.

Delhi has other needs as well from expanding the metro to all parts of the city (maybe ncr?) You cant just throw everything in colleges and universities.

Depends on the amount spent and how you provision for it. Building 20 colleges can be managed comfortably by an honest govt. IMHO. (Delhi govt. doesn't pay for metro in UP BTW)

I am sure they can use some of that honesty to mix in cement while building the premises, and to pay the laborers and for land. Not to mention the upkeep costs, staff costs all can be met from honesty? This IS the fundamental problem of AAP, lack of specifics.

There is nothing hilarious in this start up party challenging the big boys in the smallest state. The so called start up party is fighting for survival, it loses this and risks ending up in oblivion while the big boys can shrug off a loss and move on to bigger battles. Lets not lose perspective and already conveniently forget the thrashing on the national stage. Wannabe PM yesterday, leader of opposition in smallest state tomorrow is an achievement ?

Some interesting facts:

On an average AAP candidates this time are more than twice as rich as they were in December 2013. Average assets per candidate in the Congress has declined from Rs 14.25 crore to Rs 9.60 crores, in the BJP from Rs 8.29 crore to Rs 7.96 crores. But in the AAP it grew from Rs 2.49 crore to rs 5.89 crore.
The AAP - which owes its birth to a campaign for clean politics - matches its rivals on candidates with criminal cases too. AAP has more candidates with criminal cases at 23 (11 with serious charges), than the Congress with 21 (11 with serious charges) and a few less than the BJP, which has 27 (17 with serious charges).
The Congress leads the list of the richest candidates - 59 of its 70 candidates have assets of a crore plus, the BJP comes next with 50 of its 69 candidates and 44 of AAPs 70 candidates are "crorepatis."

he is using private sector funds there. I have no issue if AAP comes out and says we will build colleges via public private partnership or something like that. They also want to cap the fees based on the manifesto. So something has gotta give.

Ya everything becomes crystal clear in every minute detail by using the magic word PPP ! (btw PPP model is broken in India). btw AAP have been mentioning from past 1.5 years that they will use the funds that Delhi Govt. gives to 28 DU colleges(and those which dont have sufficient reservations for Delhi students) to run the 20 new colleges.

You are comparing apples to oranges. How can you compare building educational institutions by a state government with relatively meager resources to a plan to urbanize India's mostly rural population undertaken by the central government with relatively more resources?
