I think you missed her idea. Rather than ban sex determination tests (which people do it anyways); she says make it compulsory. This doesn't require any new resource. The resource for bans is diverted towards resources to keep track which could be automated over time. It's an interesting suggestion and a casual offhand dismissal wouldn't be constructive.
