Slow overrate issue - why is it considered as a huge offense?

Pakistan fell short of the overrate by just two overs ( 6-7 mins max) and for this misbah gets a match ban(plus 40% fees fine)...is this seriously such a huge mistake to make?

They are humans for god sake and being short by that much small amount of time is bound to happen. What's the huge deal about it? And then we see faf , who is accused of ball tampering, not being handed a single match ban...wtf is ICC doing ?

And it isn't that the delay is made only by the bowling team..drinks breaks, batsmen having a chat,whitescreen issues etc all contribute to the delay...why fine only the bowling team??

Deliberate slow over rate can change the Outcome of the match.This was very much prevalent before these rules were in existence.

Faf was fined 100% of his match fee. It was his first such offense in the last 12 months. This is Misbah's second offense in the last 12 months. As per the rules two offenses in 12 months equate to a one match ban.

Drinks breaks, time taken off by the batsmen etc are also considered while calculating the number of overs the bowling team is short by. Had time allowances not been taken into consideration, it would not be just two overs.

Over rates are obviously very important. Broadcasters have time slots for their shows and cannot afford to run behind their schedule. It all boils down to $$$.

Misbah got suspended because it was a repeat offence. Now ICC rule has changed and they have a new points system in place for the number of crimes you commit.

This was his second mistake in recent history

2 over-rate warnings vs 1 BALL-TAMPERING OFFENCE...I have no doubt about which deserves a ban.
