Muslim students bag 80% of government scholarships

Among the students who received scholarships, 88 lakh were Muslims, 8.26 lakh Christians, 5.45 lakh Sikhs and 5.2 lakh Hindus.

Students from the Muslim community received about 80 per cent of total scholarships offered under 20 Central government schemes in 2018-19, official data shows.

Those from the Christian community came in at second place with 7.5 per cent share while it was 5 percent for Sikhs and 4.7 percent for Hindus, according to the National Scholarship Portal managed by the Ministry of Electronics and Information Technology.

More than 1.4 crore applications were received in 2018-19, of which 1.08 crore were verified.

 

Differenciation among minorities

Among the students who received scholarships, 88 lakh were Muslims, 8.26 lakh Christians, 5.45 lakh Sikhs and 5.2 lakh Hindus.

There were 1.94 lakh (1.8 per cent) Buddhists and 1.07 lakh (1 per cent) Jains in the list of beneficiaries.

The total amount disbursed under these scholarship programmes sponsored by 14 Union Ministries was Rs 2,157 crore in 2018-19.

Of the total amount, Rs 1,032 crore was spent on scholarships for Muslims students while Rs 183 crore was spent for Sikhs and Rs 128 crore for Hindus.

The Ministry of Minority Affairs topped the list of allotments with 77 percent scholarships of the total offered.

Ministry Of Labour and Employment, Department of Higher Education, Department of School Education and Literacy, Department of Empowerment of Persons with Disabilities also featured among the top five.

West Bengal, Karnataka, Uttar Pradesh, Maharashtra, and Kerala were the top five states to receive scholarships.

In terms of the amount received under these scholarships, Uttar Pradesh came first with Rs 356 crore, followed by West Bengal at Rs 281 crore.

New Delhi: As many as 20 lakh more minority students received education scholarships under the Narendra Modi government’s first term than during the tenure of the second Congress-led UPA administration.

While 3.14 crore minority students secured government scholarships between 2014 and 2019, the number stood at 2.94 crore for the second Manmohan Singh dispensation, which was in office from 2009-2014. This translates to a rise of 7 per cent in beneficiaries under the Modi government.

The Ministry of Minority Affairs recognises six minority communities — Muslims, Christians, Sikhs, Buddhists, Parsis and Jains. Of these, the Jains got minority status in 2014.

 

Among Muslims, who constitute the largest minority group in the country, 2.37 crore students got a government scholarship under the first Modi government. Under UPA-II, the figure stood at 2.33 crore.

According to annual ministry data accessed and compared by ThePrint, the central government spent Rs 8,715.4 crore on education scholarships between 2014 and 2019, against Rs 5,360.4 crore from 2009-2014.

‘More factors at play’

The Ministry of Minority Affairs hands out scholarships at three levels — pre-matric, post-matric, and for undergraduate and postgraduate students.

Students from Classes 1 to 10 who have secured at least 50 per cent in the previous final examination and whose parents’ annual income does not exceed Rs 1 lakh are eligible for the pre-matric scheme.

 

The post-matric scheme covers students from Class 11 and 12, as well as those pursuing equivalent vocational courses affiliated with the National Council for Vocational Training (NCVT). Their family income needs to be below Rs 2 lakh/year for students to be eligible.

The third is the merit-cum-means scheme, which covers students pursuing technical and professional courses at the undergraduate and postgraduate levels, whose parents’ annual income does not exceed Rs 2.50 lakh.

Activists working for the empowerment of minority communities say while the implementation of scholarships has improved under the Modi government, greater awareness among beneficiaries also has a role to play.

“During the UPA-II, the amount given to each student under the post-matric scheme was around Rs 23,500. Under the Modi government, it increased to around Rs 25,000-26,000,” said Aftab Fazil, coordinator at the Delhi-based Sir Syyed Educational and Social Welfare Society, which helps students access scholarship schemes.

“Recently, it has also become easier to get income certificate of parents made. There are also more organisations that help spread awareness about these schemes — all of this helps,” Fazil added.

Nurul Islam, who runs the Al Ameen Mission in West Bengal to improve education levels among Muslim children, said the increasing interest and awareness in the community should be factored in while drawing comparisons between the performance of the two governments.

 

“The awareness for pre-matric and post-matric schemes has increased. But more importantly, the interest level of minority-community students in wanting to pursue education has also increased,” he added.

Islam, however, said he wasn’t sure if the higher numbers suggested an overall uplift in the condition of the community. “When students hear or read news of hate crimes against Muslims, it tends to affect their psyche and may inhibit their free movement,” he added.

‘100% online’

Other factors may be at play as well behind the growth in numbers, including the increase in the ministry’s budget over the past decade.

The ministry’s budget in 2013-14 was Rs 3,511 crore, which went up to Rs 3,711 crore in 2014-15. For 2019-20, the budget is the same as in 2018-19, Rs 4,700 crore.

Minister Mukhtar Abbas Naqvi said taking the process online had helped plug leaks.

“We made the entire scholarship application process 100% online, which made the process easier and ensured that the leakages end,” he told ThePrint. “The scholarship money goes directly to the bank account of the needy student, and the increase in the ministry’s budget has helped too,” he said.

Naqvi said the ministry’s aim was to reach 5 crore minority students in this term.

1. How do Muslim students manage to get such disproportionately high scolarships? 15% pop, 80% scholarships, hope someone can do a bit of digging. Are Muslim women benefitting cos I feel they hold the key to reform in Indian Muslim society. 

 

2. How is this govt anti-minority? Most schemes of Modi sarkar have (disproportionately) helped minorities especially Muslims, even read an article to back that up with facts/numbers (focus on LPG connections, Ujjwala Yojana I think), will try to find it. Why the global propaganda against this govt?

 

3. Why is a wrong image being portrayed that GOI is against Muslim students and institutes? Why no conversation about other minority students? Why do Jamia, AMU not provide reservation to SC/STs like in other Universities? If they can't do that what is this Jai Bhim Jai Meem nonsense and why should they continue to enjoy benefits under 'minority institute' tag?  

 

4. Why do so called left and secular parties not help minorities or try to improve their standard of living? Who really is anti-minority here? Unlike BJP they depend a lot on Muslim votebank, what progress have they shown over so many decades?

 

5. Talks about Muslim reservation must stop. More than enough scholarship, besides majority Muslims already come under OBC reservation, onus must be on Muslim society to immerse itself into a culture of modern education. Reservation on religious grounds is something we must avoid, will open a Pandora's box. Already we have too much reservation in India, and sadly few families/groups keep holding on to lion's share of reserved seats. The benefits of reservation haven't trickled down to lowest strata in those backward castes.

This is the most important question.

 

I think the argument for modi being 'anti-muslim' is in relation to muslims holding an all-time low number of government jobs. IPS-IFS, barely 3%. Not like the number was very high before either.

 

I have said it a million times, and i won't tire of saying it - the secularists empowered extremists within the muslim community, at the expense of the common muslim. They allowed the muslims to rot in poverty. Uplifting the average muslim is an incredibly difficult task.

BJP's share of the muslim vote has increased massively since 2009.

9% in 2014, around 14% in 2019. I'll have to double-check the numbers, but i remember reading this somewhere. It used to be around 3%, but the party was also much smaller back then.

 

This is why we're seeing more 'activism' from certain groups of muslims, its a desperate attempt at retaining a key vote-bloc.

Answer lies in your post only. Of all scholarships 77% was offered by ministry of minortiy affairs.

80% of all and 77% of that.

 

1. These scholarships are not meant for 100% population. Check for the departments which provide these scholarships.

 

Total scholarships provided - 1.08 crores

Total scholarships by minority affairs - 0.83 crores

 

% of minorities

Muslims - 75%

Christians - 11%

Sikhs - 8-9%

 

Didn't find breakdown for ministry of minorty affairs, but if it was in similar proportion, then muslims would recieve 65+ lakhs scholarships just from ministry of minority affairs. Given that they are poorer communities than compared to Christians and Sikhs, won't be surprised if 70+ from minortiy affairs goes to Muslims.

 

Need to check how much from 0.2 crores from remaining departments is going to which section and under what type of schemes.

 

Another point to be noted is that although they Muslims recieved 80% of scholarships, value of those scholarships is 50% of total value of all scholarships.

 One possible reason for 80% applications for 50% of scholarships would be that there more schemes which are targeted towards education and initiatives at lower levels (schools) and more muslims got that.
