Instead of limiting these to 2 per over, let the bowlers use them when ever they want. So if a bowler wanting to get a guy like Raina out, he can use as many as he wants in an over as long as his quota allows. This way batsmen will have to work on their weakness as there will be no respite. This will also result in more innovations because bowlers can use their quota in one go.eg death overs or power play and the batsmen will not have the option of just ducking or avoiding the ball .one can let go of 1 or 2 balls...not the entire over or two.
