It's something they often stumble into, as a result of competition or external circumstances. I'm not sure americans ever anticipated being in the position that they were in after WW2. There's a "common ground" between america and china...we just don't know where it is. I also don't think any country will ever be as powerful as america was during it's 1990s peak.

The desire to be a superpower would depend on factors such as resources and capability. Over the years, we have had countries such as Greece, Italy, Mongolia, Persia, Spain, England, France, Germany, Japan, USA, and Russia play to be influential. An India or a Pakistan or a Nepal or a Bangladesh or a SL or a Maldives is not going to be in the forefront of countries desiring such influence or harbour such ambitions.

You can reset diplomatic relations with china, who are india's largest trading partner. America is harder to trust. I think it makes sense for india to pursue better relations with a neighboring country, rather than falling into the lap of a neo-colonialist power in decline - such as america. Also one needs to understand the dynamics of trade b/w two countries for e.g., with China, India's has a negative trade balance, while with US, it has a positive one, with US exporting goods and service from India 3X China. China's border dispute with india was probably agreed upon by both Chinese and US governments. The US wants to gauge the seriousness of india's commitment to an alliance, and the Chinese would like to project their power and see how 'far' they can go with territorial claims. This is a win-win scenario. There's a feeling in the US, that India's 'commitment' is opportunistic, and falling considerably short of supporting larger American interests in the region. Any situation forcing india closer to the US is acceptable.
