Ganguly isn't the BCCI president currently. His tenure got over long back.

He's still in charge. In January, Supreme Court will hear BCCI petitions requesting changes in the cooling off period clause brought by the SC judges and CoA jokers in last few years.

He still has the powers but normally individuals who are interim in-charge of such positions, prefer not to take any administative decisions unless there is an emergency. Remember Ganguly's term officialy ended in July still he signed off BCCI's decision on hosting IPL in UAE.

BCCI's apex body council headed by BCCI President approved this decision in July and gave a letter of intent to UAE Cricket board in end July. Then BCCI Secretary Jay Shah signed the MoU with UAE board in September.

 

Shah's term got over in May and Ganguly in July.
