Societal imbalance was there years back. So  quota system was introduced.  Caste monopoly was there for decades may be centuries.  Now equality is achieved more or less. Problem is getting rid of it. It is not going away in our life time.  In USA it is labelled as diversity. All the big companies promote diversity. That is somewhat similar to this. South Africa wants to promote diversity given how they completely prohibited blacks from participating in sports for half a century. They had zero access to sports for decades.  I am not saying it is correct or wrong. But that is the reason.  Even players have opinions about it. Most famous one was Smith refused to pick Ntini in the crucial game against Australia due to his form. Had to fight with CSA to drop him for the match. They got canned by  Australia. Another issue that we overlook is it tarnishes the image of genuinely good players like Rabada, Philander. People think they also came through due to quota.  Is it possible they would have never made it without quota? We don't know.  Keshav Maharaja is also a quota player. He is considered the finest spinner ever to come from South Africa.  I have no problem providing chance to colored guys. But pick them for the right format. Bavuma is totally unfit for T20 despite his 127 strike rate.

You forgot Rahane has played T20 World Cup for India. Even Mandeep Singh played T20s, and Rishi Dhawan ODIs. We recently developed good bench strength, till 2017-18, we had many average players in Internationals.
