Uttarakhand has population of 1.2cr people ie equal to half of south delhi. So call cities of state like Dehradun, Haridwar, Roorkee, Haldwani and 2-3 tourist spot would be 50% of population but maybe 5% of land. ~ 20% of villages have less than 10 people (most are abandoned). North of entire state is all Himalayas and not habitable. How does 60% not monitored by police now sound ?
