What I stated is just common knowledge and frustration of people trying to come back but not getting sufficient funding or environment or govt backing.

were called " IT giants" that made India a tech "superpower " ......they invested jackshit in R&D.

 

  Infact  Vishal Sikka ( Standford Phd in Comp Science ) who was a former CEO of Infosys pushed the board of directors to buy a stake in OpenAI when it was new - Infosys board rejected it.  This is how *ing corporate India has *ed India.

Govt can bring about legislation like mandating firms of a certain size to spend at least 5 % of their revenue ( just as an example ) on R&D -- so that firms like Infosys, Wipro, TCS, Mahindra....etc etc.. get a kick up their backside and invest either directly or through partnership. 

 

Private firms can try and ensure they attract the best and brightest talent by matching payscale in the west and creating an incentive structure. 

 

Ask yourself why Arvind Srinivasan who is a relatively recent graduate of IIT madras -  less than 6 years after his graduation built Perplexity in silicon valley and not India ?
