Nt saying know the exact answer but the answer is multifold:: In all the academies mostly the coach is batter, so v.little understanding of fast bowling. No parent wands their kids to go to academy and bowl they want then to bat Getting naturally tall bowlers is not easy And then little to no understanding and the trap that skills matter pace does not matter.Any one learning to bowl is told to bowl full and let batters make the mistake , so they donot develop much skill. Hence moderate skilled bowler get through the ranks as long as it feels like a bowler is accurate they get through in the system , pace zip bounce does not matter. And with the standrads of domestic batting a little bit of accuracy and little bit of skill is enough to get wkts. Compare Agarkar and Kamboj-- Agarkar had 1 skill (out swing) but he was relatively fast but never understood how to use it be accurate and was always expensive offering too much room to the batter , now a Kamboj he looks accurate does not give width looks more accurate. The thing is most bowlers from anywhere are moderately skilled but are selected based on 3 things pace/bounce and zip and then add newer skills and refine the existing once , but in Ind they do not select such bowlers and they always remain mediocre and their best is not good enough. Next test started on july 10th. India bowled. His pace was down a bit.
