Tell them you're not paying for another eye test, if they want to do it for free then fine. I suppose getting it from India is the best, its soo much cheaper. Even if i could afford it, I still wouldn't as I am not comfortable with the idea of high powered lasers used in eye surgery Are you short sighted ?
