Leaving aside the arguments for and against the system, how do individual boards get to chose whether the system is in place for a particular series or not? If its an ICC initiative, shouldnt they mandate that it be used in every series?

One bad game where India looses because of bad umpiring, we will have DRS in the very next game. This is BCCI, No vision only Baniya, only money....
Dont thinks the blame is with BCCI. The seniors in the team dont want the DRS given their experience of that 2008 series against Lanka. But seriously speaking, if all other teams are using it, it doesnt show us in a good light if we continue to flout the ICC rules as per our whims.
